As Wales prepares for the 2026 Senedd elections, Global Climate Justice Cymru calls for bold, internationally responsible leadership rooted in fairness, solidarity and the Well-being of Future Generations Act. This briefing outlines a clear vision for Wales as a global leader in climate justice, with practical policy recommendations for the next Welsh Government. It urges Wales to lead climate action through a just transition to a green, wellbeing economy that acknowledges Wales’ historical responsibilities and ecological footprint.
Key proposals include:
- Legally binding global emissions targets, closing coal extraction loopholes, and adopting a national Just Transition Strategy.
- Ethical public procurement and investment to eliminate links to deforestation and exploitation overseas.
- Champions global solidarity through equitable climate finance, loss and damage support, and debt justice for climate-vulnerable countries.
- Embedding global citizenship, climate justice, and peace education across Welsh education and public services, ensuring youth and marginalised voices shape climate decisions.
With this agenda, Wales can inspire other small nations by showing that principled leadership is both possible and essential in the face of the climate crisis.

Consultation Response: Healthy Eating in Schools
Global Climate Justice Cymru welcomes the Welsh Government’s commitment to improving the nutritional standards of school meals and promoting healthier, plant-based diets for children and young people across Wales. The emphasis on increasing the availability and visibility of healthy food, especially fruit and vegetables, is an essential step toward tackling rising childhood obesity, improving long-term health outcomes, and aligning with the Well-being of Future Generations Act.
We believe the proposals could be significantly enhanced by:
- A more holistic food education programme promoting gardening, cooking, and mindful eating integrated into the curriculum.
- Supply chains rooted in fairness prioritising organic Welsh veg, deforestation-free and fair trade imports, plant-based options.
- Reducing food waste working with local schemes
- Continuous monitoring of food and environmental outcomes, coupled with transparent reporting and supportive budgets.

About
Global Climate Justice Cymru brings together organisations, groups, networks and individuals to accelerate action for global climate justice and to ensure that diverse perspectives and experiences are included in related discussions, policy development and campaigns.
Core to the group, in line with the Wellbeing of Future Generations Act, is to ensure that climate action in Wales is grounded in a deep understanding of global responsibility—making a positive contribution to global well-being and positioning Wales as an active voice on the world stage.
The most vulnerable – people of colour, women, Indigenous Peoples, LGBTQi+, disabled people, and the elderly – are disproportionately affected by climate change. The Global Climate Risk Index shows that countries contributing least to global emissions are often those most vulnerable to the impacts of climate change. This inequity underscores the urgent need for climate justice, as communities in the Global South suffer the consequences of a crisis they did not cause.

Actions
Our actions to combat climate change must be just, equitable, and in alignment with international human rights law. Climate mitigation is not only a matter of environmental responsibility but is also key to the realisation of human rights globally, ensuring that the most vulnerable are not left even further behind.
The group aims
- To bring together diverse organisations to focus on and strengthen opportunities to collectively lead action on global climate justice.
- To develop policy positions that will accelerate action for global climate justice that can be shared with decision-makers.
- To ensure diverse voices of our international partners and communities on the frontline of the climate crisis are represented and heard in Wales.
- To brief, and influence the Welsh Government, Members of the Senedd, Public Sector Bodies (PSBs) and other decision-makers on global climate justice and global responsibility, including racial, social and gender dimensions.
- To help integrate global climate justice and global responsibility into wider Climate Cymru campaigns.

Core members
The GCJG core members are currently: Oxfam Cymru, Christian Aid, CAFOD, Friends of the Earth Cymru, Climate Cymru, WCIA, the National Federation of Women’s Institutes – Wales, Size of Wales, Sub-Sahara Advisory Panel (SSAP) and the Woodland Trust.
The voices represented, platformed and centred in the group’s work go beyond the members of Climate Cymru.

Global Climate Justice Cymru has developed a collaborative paper, laying out 4 priorities to install global climate justice and equity across all public policy and is calling on Welsh Government to champion:
