Dear First Minister, 

Please Act for Nature: take urgent action to ensure that we pass on a Nature Positive Wales to future generations and secure access to environmental justice for the people of Wales. 

We welcome the commitments and positive steps the Welsh Government is taking, but much more is needed to lock in a society-wide response proportional to the scale of the nature and climate crisis.

Nature is our life support system and essential to the health and well-being of communities, here in Wales, and around the world. 

We are one of the most nature-depleted countries in the world, our wildlife is in serious decline, with one in six of our species at risk of extinction in Wales.  Healthy ecosystems are an intrinsic part of our food systems, our flood protection, carbon sequestration and climate resilience.

We need to turn this trend around and drive nature’s recovery now. The  power to do this is in your hands. COP15 set a  global mission to halt and reverse the loss of nature by 2030 and achieve recovery so that nature is thriving once more by 2050 ‘sustaining a healthy planet and delivering benefits essential for all people’. 

This is what Nature Positive means, and as a globally responsible nation Wales must play its own part in achieving this; the Nature Positive goal at home, and around the world. 

Wales is the only home nation not to have taken meaningful action to fill the environmental governance gap (after leaving the EU). We alone lack an independent body which can oversee and enforce the delivery of environmental targets and protections. Action to address this has been pushed back year after year in Wales. 

We are collectively calling on you to uphold Wales’s reputation as an environmental leader and bring forward a Bill this year, in the 2023-24 legislative programme, that: 

  • Enshrines a commitment to a Nature Positive Wales in law, underpinned by legally binding nature recovery targets.
  • Ensures environmental justice for the people of Wales by establishing an independent environmental governance body.

We want Wales to close the decade with a cleaner, healthier environment that is richer in nature. We must plot a path to a thriving future where wildlife is flourishing. With nature in crisis, we have run out of time for further delays.

Annwyl Brif Weinidog,

Gweithredwch dros Natur, os gwelwch yn dda: rhaid cymryd camau brys i sicrhau ein bod yn trosglwyddo Cymru Natur Bositif i genedlaethau’r dyfodol a sicrhau mynediad at gyfiawnder amgylcheddol i bobl Cymru.

Rydym yn croesawu’r ymrwymiadau a’r camau cadarnhaol y mae Llywodraeth Cymru yn eu cymryd, ond mae angen llawer mwy i sicrhau ymateb gan cymdeithas gyfan sy’n gyferbyniol â maint yr argyfwng natur a hinsawdd. 

Natur yw ein system cynnal bywyd ac mae’n hanfodol i iechyd a lles cymunedau, yma yng Nghymru, ac o gwmpas y byd.

Ni yw un o’r gwledydd sydd wedi’i disbyddu fwyaf o ran natur yn y byd, mae ein bywyd gwyllt ar drai’n ddifrifol, gydag un o bob chwech o’n rhywogaethau mewn perygl o ddiflannu yng Nghymru. Mae ecosystemau iach yn rhan gynhenid ​​o’n systemau bwyd, ein hamddiffyniad rhag llifogydd, ac mewn dal a storio carbon a gwydnwch hinsawdd.

Mae angen inni drawsnewid y duedd hon a llywio adferiad byd natur nawr. Mae’r grym i wneud hyn yn eich dwylo chi. Gosododd COP15 genhadaeth fyd-eang i atal a gwrthdroi colled byd natur erbyn 2030 a chyflawni adferiad fel bod byd natur yn ffynnu unwaith eto erbyn 2050 gan ‘gynnal planed iach a darparu buddion sy’n hanfodol i bawb’.

Dyma ystyr Natur Bositif, ac fel cenedl sy’n gyfrifol ar lefel fyd-eang mae’n rhaid i Gymru chwarae ei rhan ei hun i gyflawni hyn; nod Natur Bositif gartref, ac o gwmpas y byd.

Cymru yw’r unig wlad sydd heb gymryd camau ystyrlon i lenwi’r bwlch llywodraethu amgylcheddol (ar ôl gadael yr UE). Nid oes gennym ni yn unig gorff annibynnol a all oruchwylio a gorfodi’r gwaith o gyflawni targedau ac amddiffyniadau amgylcheddol. Mae camau gweithredu i fynd i’r afael â hyn wedi’u gwthio’n ôl flwyddyn ar ôl blwyddyn yng Nghymru.

Rydym yn galw arnoch gyda’n gilydd i gynnal enw da Cymru fel arweinydd amgylcheddol a chyflwyno Bil eleni, yn rhaglen ddeddfwriaethol 2023-24, sy’n:

  • Ymgorffori ymrwymiad i Gymru Natur Bositif yn y gyfraith, wedi’i hategu gan dargedau adfer byd natur sy’n rhwymo’n gyfreithiol.
  • Sicrhau cyfiawnder amgylcheddol i bobl Cymru drwy sefydlu corff llywodraethu amgylcheddol annibynnol.

Rydym am i Gymru orffen y ddegawd gydag amgylchedd glanach, iachach sy’n gyfoethocach ei natur. Rhaid inni gynllunio llwybr at ddyfodol llewyrchus lle mae bywyd gwyllt yn ffynnu. Gyda natur mewn argyfwng, rydym wedi rhedeg allan o amser ar gyfer oedi pellach.
